Why It Worked: This site, the former Brighton Beach Baths, was ripe for urban renewal. But Muss Development had to do its homework to find out what would sell in an area that had no direct comparables (the housing stock was 40 to 60 years old). A resort-style series of mid-rise buildings with gabled roofs and balconies met waterfront zoning regulations and appealed to the large, second-generation Russian community that was looking to move up but stay close to friends and family.
