Home builders in Wisconsin may soon need to take classes, show proof of insurance, and stay out of criminal trouble if they want to do business in the state, according to legislation pending in the state Senate. The bill would require anyone going into business as a residential contractor to complete 12 hours of education every two years, in courses such as code training, builder business education, and energy seminars. Builders would also be required to attend one professional meeting, such as an HBA seminar, and provide proof of financial responsibility. New builders would also be required to pass a statewide proficiency test that would focus on contracts, construction codes, warranties, and lien laws.
