BEFORE THE ROOSEVELT fell on hard times, it was among Washington’s finest hotels. In its new incarnation as the Summit Roosevelt, the landmark is a 198-unit luxury rental building, refurbished in part with federal tax credits. Architect Chuck Travis’ painstaking restoration and modernization resulted in a city residence with both Old World grandeur and modern amenities that are downright decadent, including an exercise facility with a steam room and sauna, guest suites, a dining room for parties, and valet parking.
