Pockets of Poverty

In Durham, N.C., city officials have passed a new-housing impact policy intended to limit the number of new, subsidized units built in poorer areas of the city. They argue that subsidized housing should not be allowed to exceed 25 percent of the units if 40 percent of the population lives in poverty. They say too many low-income residents in these areas drive up crime rates and lower the quality of life. The law does not apply to seniors housing or developments of fewer than 100 detached homes.
