By Matthew Power. The Bush administration has announced its intention to dismantle and transform the nation’s 30-year-old public housing assistance program–Section 8 rent vouchers. The Bush team describes Section 8 as “fundamentally flawed,” and inefficient, and hopes to replace it with a new system of less restrictive block grants for housing to states. The catch: few guarantees on future funding of those grants. Critics, including conservative GOP senators such as John Warner of Virginia, fear the plan is simply an effort by the White House to indirectly cut HUD funding in coming years. They say millions of low-income Americans could suffer because of the change.
